From 1904 active in revol movement. 1906 member, Dvinsk Russian Social-Democratic Workers’ Party Committee. 1908 member, Northwestern Oblast Party Bureau.
1909 arrested and exiled for three years to Arkhangelsk Province. 1911 worked fiir Saint St. Petersburg Party Organization(s) and in Narva Rayon. 1913 helped found Saint St. Petersburg Mezhrayon (Inter-district) Committee.
1915 arrested and brought before court-martial, but acquitted. After 1917 February Revol member, Petrograd Executive Committee, then member, Central Executive Committee. August 1917 joined Bolshevik Party together with other “mezhrayontsy”.
September 1917 chairman, Main Red Guard Staff. 1918-1920 Collegium member, People's Commissariat of Naval Affairs and All-Russian Collegium for Mustering the Red Army. Also chairman, All-Russian Bureau of Military Commissar.
1919 member, Revol Military Council, Eastern, then Western Fronts. 1920 member, Moscow Party Committee. Then chairman and Presidium member, Kursk Province Executive Committee.
1921 Soviet plenipotentiary in Bukhara. 1922 Soviet plcn in Latin 1923 Soviet plenipotentiary in Czechoslovakia.
1924 Soviet plenipotentiary in Italy. 1925 Soviet plenipotentiary in Persia. From 1927 Soviet plenipotentiary in Austria.
From 1929 Collegium member, Union of the Soviet Socialist Republics People's Commissariat of Foreign Affairs. 1933-1937 Soviet plenipotentiary in Japan. 1937-1938 plenipotentiary in Germany.

From 16 May 1921 until 1 February 1922 he was Plenipotentiary Representative of the Russian Soviet Federative Socialist Republic in the Bukharan People"s Soviet Republic.
