Koshiro Oikawa graduated from Naval Academy (1903).
He served as staff officer of Naval General Staff and president of Naval Academy and after being promoted to rank of vice-admiral was appointed successively as Commander-in-Chief of Third Fleet and Commander-in-Chief of China Fleet, after which he became Commander-in-Chief of Yokosuka Naval Station.
He became Navy Minister of Second Konoe Cabinet (1940) and after resigning from that post with the downfall of Third Konoe Cabinet (1941), he served as Supreme War Councilor until he accepted appointment as chief of Naval Staff (1944-1945). After the war he appeared as witness at International Military Tribunal for Far East.
