After passing through difficult times Kotaku became tutor to the Shimazu family. He helped found the Toa Dobunshoin School (1900). Rented 62 500 acres in Brazil and founded an emigrant settlement there (1909). This settlement later developed into the Kaigai Kogyo Kaisha. Joined Tenrikyo and began to write. Works include "Spirit of Founding of Japanese Nation."
