Proceeded to China in 1884, and studied Chinese affairs along with Sei Arao, who had been engaged in rallying the Japanese citizens of Hankow.
In 1894-95, rendered distinguished service in the Sino-Japanese War, being entrusted with delicate missions. After the war, established the Chinese language .newspaper Hankow. Helped found the Toa-Dobunkai (One Language for East Asia Society) and Toa-D5- bunshoin School. Founded Toho Press in Shanghai.
