Kozaemon Kimura studied at Waseda University.
After graduating from Waseda University went into business and became director of several companies. After the war, was elected speaker of the Diet, then Minister of Agriculture and Industry, to eventually become Minister for the Interior and president of Construction Board.
Kozaemon Kimura was elected member of District Assembly (1912) and belonged in turn to Kenseikai and then Minseito parties. He was elected to the Diet eight times as a member of the Democratic Party.
