Kozan Ono studied as a youth under Seigan Yanagawa, served the Okochis, daimyo of Toyohashi (Aichi Prefecture).
Kozan Ono worked for the cause of the Meiji Restoration (1868). After the restoration, he did not seek public office but was devoted to poetry.
He and Chinzan Onuma and Shoto Suzuki were called the three best writers of Chinese poetry in the Meiji Era.
Kozan Ono was fond of drinking.
