Uramatsu Kozen was born on 1736 in Kyoto, Japan. He was the son of Masumitsu, Court secretary.
Kozen Uramatsu studied under Shikibu Takenouchi, an advocate of the Suika school of Shintoism (Ansai Yamazaki’s doctrines), who also preached loyalty to the Emperor.
Kozen Uramatsu complied the mammoth tome titled Daidairizu Kosho (research on Imperial house planning) in 50 volumes. A few years later the Imperial Court was destroyed by a fire and Sadanobu Matsudaira, Prime Minister of the Shogunate, was entrusted with the work of rebuilding in in 1788. Matsudaira found the task difficult till he heard that Kozen Uramatsu was a master in that line. Kozen was sent for and he showed the Prime Minister his work. The latter was deeply struck with its practicability and appointed him adviser in the rebuilding of the Imperial Court.
