Chao, Kuei-Hsiang was born on September 20, 1962 in Tainan, Taiwan. Son of Chung-Lang Chao and Mei-Nu Chang.

Review commissioner photovoltaic system Bureau Energy, Ministry Economic Affairs, Taipei, Taiwan, 2001. Sergeant Taiwan Army, 1983-1985.
