In 1871 entered the School of Foreign Languages in Tokyo and studied Russian.
In 1880 was employed by the Army General Staff and engaged in translation and compilation work. From 1888 he directed the compilation of a history of the Mon family, daiviyo of Choshu Clan in Yamaguchi Prefecture, at the request of Prince Motonori Mori. Much trusted by Marquis Kaoru Inoue, he was appointed a member of the committee of compilation of historical documents of the Meiji Restoration and a commissioner of the Imperial Household History Compilation Bureau.
