Entered Agriculture and Forestry Ministry and served as Vice-Minister. Elected to the House of Representatives four times before and after the war. Appointed (1944) director of the Bureau of Legislation for the Koiso Cabinet and concurrently chief secretary of the cabinet. After the war, purged but reinstated in political field and was appointed chairman ot the Policy Planning Committee of the Kaishinto (Progressive) Party. President of the Nambu Railway Company, and auditor of the Kyokuyo Whaling Company.
