In order to become a powerful leader in Kai Province, Kurokoma Katsuzo joined forces with another kyokaku named Domoyasu. When Domoyasu fell foul of the law he gave him shelter and as a result of this he had to flee the village. Later he returned and competed with Shimizu-no-Jirocho, the kyokaku of Shimizu, Shizuoka Prefecture.
