Active member of the Workers Movement before World War I. Member of the Council of the Military Industrial Committee, organized by Guchkov, chairman of the Workers’ Group. After the February Revolution 1917, Minister of Labour in the Provisional Government (September-October 1917). Close to the right-wing SR Avksentiev.
Denounced by the Bolsheviks as a renegade and an enemy of the working class.
