Mr. L. Y. Chow was born in Ningbo, Zhejiang province in 1890.

Mr. Chow received his early education at the Ningbo Baptist Middle School, entering St. John’s University, Shanghai in 1907. In 1911 he went to the United States as a Boxer Indemnity student and graduated from Lehigh University in 1915 with a degree in mining engineering.
After working in various mines in the United States Mr. Chow returned to China in the fall of 1915 and joined the Ping-hsiang Colliery as assistant engineer. In 1918 he was made mining superintendent from which position he resigned in 1921 to accept the managership of the machinery department of the Far East Trading Company in Shanghai. He subsequently went to the Fengtien Mining Administration as chief mining engineer at the Pataohao Coal Mine.
