Mr. Williams was born on September 15, 1913, in Pittsburgh, Pa., moved into Philadelphia in 1922, and finally settled in Springfield in 1939.

Mr. Williams attended Drexel University and was employed by Curtis Publishing Company from 1936 to 1966, having attained the position of assistant to the vice president for manufacturing.
After serving as a lieutenant in the U.S. Air Corp during World War II, he served as chairman of the fundraising committee for the Springfield ambulance corps. He then became involved with the formation of the Springfield Betterment Association and organized several civic groups into the Council of Civic Associations in 1949, serving as its first president.
First elected township commissioner from the First Ward in 1951, then re-elected in 1955, 1959, and 1963. In 1958, he was elected chairman of the Springfield Republican Party and three years later, was elected president of the township board of commissioners. Mr. Williams was appointed a member of the Delaware County Republican Board of Supervisors (War Board) in 1958 by county Republican leader John McClure. He was elected to Congress from the PA-7 by large margins in 1966, 1968, 1970, and 1972. He served on the War Board until his resignation in 1974. He ran as an independent in the Republican primary in 1974 and was not renominated. He was succeeded in Congress by Democrat Robert W. Edgar. Having decided to forgo a run for county commissioner in 1975, Mr. Williams was appointed by President Ford as special assistant to the federal co-chairman of the Ozark Regional Commission. On May 31, he was admitted to Tri-County Hospital after a fall, then was diagnosed with a brain tumor. He died on July 13 at the University of Pennsylvania Hospital.
