He graduated from the Leningrad Artillery School (1938), the Higher Officers Artillery School in Leningrad (1946).
He participated in the Soviet-Finnish war of 1939-1940 and the Great Patriotic War. Lazar Moiseevich was a Deputy Commander of the 951st Artillery Regiment (3rd Shock Army, 2nd Baltic Front). He distinguished himself in battles in the territory of the Latvian SSR in July 1944. Since 1959 he was Lieutenant Colonel stock. He lived and worked in Voronezh.
