1928-1929 secretary, Vitebsk Okrug Committee, Communist Party Belorussian. 1930-1933 member, Revol-Military Council, and head Polit Board, Belorussian Military district.
1933-1937 member, Revol-Military Council, and from 1934 member. Military Council and head, Polit Board, Special Red-Banner Far Eastern Army. Member, Military Council, Union of the Soviet Socialist Republics People's Commissariat of Defense.
