Barrett graduated from Ponca City High School, Oklahoma, and earned her Bachelor"s degree from Oklahoma Baptist University in 1956.
Barrett has served in the Idaho House of Representatives since 1992, and held seat Bachelor in District 26 until 2002, when she was elected to seat Bachelor in Idaho House District 35. District 35 includes all of Butte, Custer, and Lemhi Counties. Following the 2010 census, she was redistricted into District 8, covering Boise, Custer, Gem, Lemhi, and Valley Counties.
She was defeated in the Republican primary in 2014 by rancher Merrill Beyeler, who campaigned as a relative moderate.
During the election, the Idaho Association of Commerce and Industry, a conservative, business oriented group, sent out fliers accusing the viciously anti-wolf Barrett of not being sufficiently anti-wolf. In addition to being a Representative, Barrett was a director of the Salmon River Electric co-operative.
