Excerpt from Die Gemeindefinanzen von Berlin und Paris Leicht ersichtlich ist, dafs ein solcher Zustand den „pro fessional Politicians der schlimmsten Art, den Weg zur Herrschaft ebnete. Dies ist ihnen auch meistenteils gelungen, so dafs solche Städte wie new-york, Chicago und Philadelphia (in geringerem Grade) unter den allerschwersten finanziellen Nachteilen zu leiden haben. Die Mifsstände werden noch verschlimmert durch Nachlässigkeiten der Verwaltung. So stehen z. B. Strafsenbau und Reinigung sehr oft in grofsem Kontrast zu manchen europäischen Städten. Ohne sich irgendwie der Illusion hinzugeben, dafs die Erfahrungen von Berlin und Paris direkter Anwendung auf die amerikanischen Zustände fähig wären, hat der Verfasser geglaubt, in der historischen Entwickelung sowohl als in der gegenwärtigen Gestaltung der Stadtverwaltungen gewisse staatsrechtliche undfinanzielle Prinzipien zu erkennen, die wohl geeignet sind, selbst für die eigenartigen amerikanischen Verhaltnisse Fingerzeige zu geben. Die modernen Grofsstädte sind eigenartige sociale Gebilde, die auch in den verschiedensten Kulturländern viele gemeinsame Züge auf weisen. Sie haben alle Probleme derselben Art zu lösen, sie haben sich vielfach in gleicher Weise entwickelt. Was den Plan dieser Abhandlung anlangt, so hat der Verfasser es für nötig gehalten, ein einleitendes Kapitel über die verwaltungs rechtlichen Grundlagen der preufsischen Gemeinden zu geben, ohne deren Kenntnis ein richtiges Verständnis der Berliner Verwaltung gänzlich ausgeschlossen ist. Die Ausgaben und Ausgabearten sind nur eingeschaltet worden, um einen Anhaltspunkt für Vergleichungen mit den Einnahmen zu gewähren. Der Verfasser hofft in einer späteren Abhandlung erstere eingehend zu erörtern. Das Haupt gew'icht wurde auf die Einnahmen und Einnahmearten gelegt. Di rekte Vergleiche zwischen den beiden Städten waren nur sehr selten durchzuführen. Der Verfasser hat es daher vorgezogen nur „parallelismen auf den meisten Gebieten anzuwenden. Leo Stanton Rowe was born at McGregor, Iowa, the second son and youngest of the four children of Louis U. Rowe and Katherine (Raff) Rowe. Both parents were natives of Germany; the father was a dry-goods merchant of considerable means.
Rowe received his education in Philadelphia, to which the family moved when he was young. After graduating from Central High School in 1887, he entered the University of Pennsylvania as a sophomore, transferred after a year to the university's Wharton School of Finance and Commerce, and received a Ph. B. degree in 1890. A fellowship from the Wharton School enabled Rowe to spend the next four years in study and travel abroad, in the course of which he earned the Ph. D. from the University of Halle in 1892. Upon his return to the United States, he studied law at the University of Pennsylvania and was awarded the LL. B. degree in 1895.
Rowe was admitted to the bar in 1895, but his interest in contemporary political questions led him to accept an appointment at his alma mater as an instructor in municipal government; the next year (1896) he became assistant professor of political science. Rising to the rank of professor in 1904, Rowe remained at the university until 1917, teaching both political science and international law.
He published Problems of City Government in 1908. In 1900 he helped found the American Society of International Law. He was president of the American Academy of Political and Social Sciences from 1902 to 1930 and of the American Political Science Association in 1921.
Rowe's long involvement with Latin America began in 1900, when, taking a two-year leave from his teaching duties, he accepted an appointment from President McKinley to the Commission to Revise and Compile the Laws of Porto, (now Puerto Rico). The following year he served as chairman of the Insular Code Commission and coauthored its voluminous reports. In 1906 President Theodore Roosevelt named Rowe a delegate to the Third International Conference of American States at Rio de Janeiro, Brazil. Seizing the opportunity afforded by the conference, Rowe toured South America, lecturing at various universities.
He also began the research that led to his later book The Federal System of the Argentine Republic (1921), long a standard work. Rowe's diplomatic reputation grew rapidly. In 1907 Secretary of State Elihu Root named him chairman of the executive committee of the Pan-American Committee, which sought to foster closer relations between the United States and Latin America. Appointments followed as chairman of the United States delegation to the First Pan American Scientific Congress in Santiago, Chile (1908 - 1909); as a member of the United States-Panama Land (Mixed Claims) Commission (1913); and as secretary general of the First Pan American Financial Conference in Washington, D. C. (1915) and of the United States Section of the Inter-American High Commission created by the conference.
He also served in the delicate post of secretary of the United States-Mexico Mixed Claims Commission (1916 - 1917). Rowe so impressed President Wilson and Secretary of the Treasury William G. McAdoo with his knowledge and tact that in 1917 he was appointed assistant secretary of the treasury. In that post he supervised Latin American affairs and international loans in general. World War I presented the United States with an opportunity to expand its economic influence in the Western hemisphere, but the many demands on limited resources made it imperative to impose some form of coordination on private American activities in Latin America. Rowe quickly became the government's top Latin American expert, and after the war, in 1919, when the Treasury Department withdrew from active involvement in international trade, he moved to the State Department as chief of its Latin American Division. Here he was instrumental in giving effect to Wilson's still vague efforts to end United States interventions in the Caribbean and to salvage United States-Latin American relations from nearly two decades of friction and misunderstanding. He brought to his task his usual efficiency and extraordinary capacity for work.
In 1920 Rowe was appointed director general of the Pan American Union, the permanent organization of the International Conferences of American States; he was to remain in this position until his death. With headquarters in Washington, D. C. , the union was supposed to further hemispheric commerce, but until Rowe's appointment the director general had been little more than a public relations man for American business.
In a very real sense the years of patient labor by the Pan American Union under Rowe's leadership paved the way for Roosevelt's policy and facilitated whatever success it enjoyed in Latin America. A slight, scholarly, courteous man, Rowe was fluent in Spanish and Portuguese. He traveled extensively throughout Latin America and used his influence to encourage cultural exchanges, the improvement of education, and the establishment of libraries. In 1946, while on his way to a reception at the Bolivian embassy in Washington, Rowe was struck and killed by a car. By his request, his body was cremated and the ashes placed in the headquarters building of the Pan American Union. Rowe, who never married, left the bulk of his estate, nearly half a million dollars, to the union to foster education in Latin America. Symbolically, Rowe's death marked the end of the Good Neighbor era in inter-American relations and the beginning of the Cold War. The Pan American Union soon afterward became the secretariat of the Organization of American States and part of the cold war struggle.
