From 1895 lecturer, Chair of Polit Economy, Saint St. Petersburg University. From 1902 lecturer, Khar’kov, then Kiev University. 1905 dismissed from Kiev University for criticizing Russo-Japanese War in a lecture.
1906-1910 lectured on budget law and statistics at Saint St. Petersburg Polytech Institute. From 1910 professor, Kiev University. From 1917 also taught at Institute of National Economy.
1926-1930 chairman, Permanent Commission for Study of Ukraine Production Resources Ukraine Academy of Sciences, from 1931 associate, various research Institute in Moscow. From 1943 associate, Institute of Economy, Ukraine Academy of Sciences. Also worked for Dnieper Reconstruction Commission, Union of the Soviet Socialist Republics State Planning Committee.
