Leonid Arkadevich was born on January 25th, 1948 in the place of Syzran of Kuibyshev (now Saratov) region.

Leonid Arkadevich graduated from Gorlovsk Industrial College with honors with a specialty "Mining electromechanics" (1969). He entered Moscow State Institute of International Relations on the recommendation of Donetsk region party committee. And in 1975 he graduated from the university with honors.
During the years of studying Leonid Arkadevich was an assistant of a secretary of Komsomol Committee. In a year he was moved to Tegeran to work as the chief expert on personnel – to work with all the specialists who was sent from the Soviet Union by the Ministry of Geology.
Leonid Arkadevich has worked in Iran till the beginning of the Revolution in 1978, when he had to organise evacuation of Soviet specialists to their homeland. Then he began his career in the Committee of Youth Organisations of Ukraine in the position of senior referent. Since the year of 1980 Leonid Arkadevich worked in the Central Committee of All-Union Leninist Young Communist League in the positions of referent, assistant of the Head of International department responsible for partnership with socialist countries.
In 1986 he began to work in the Customs service. In 5 years he became the first assistant of the Head of Main Department of State Customs Control under the Council of Ministers of the USSR V.K. Boyarov. In 5 years of his fruitful work in the department a competition was announced to fill the vacant position of the Deputy Secretary-General of the World Trade Organization.
The main achievement of Leonid Arkadevich during the years of work in Brussels was formulation of «Concept of modernization of customs services in the modern world», which has become a basic document of World Customs Organization and which is widely used all over the world. He personally flew to different countries to test the concept. At the end of the term of office in World Trade Organization (2001) Leonid Lozbenko was to head GATE (Global Alliance for Trade Efficiency) corporation. But he got an offer to head Russian Customs Academy. This offer was caused by the plans to join WTO. Lobzenko agreed and due to the decision of political commission of World Customs Organization he also saved the position of an advisor of General Secretary. And now Leonid Arkadevich remains president of the Top-Level Group on Modernization of World Customs Services. In 2002, he took the post of the 1st deputy chairman of the State Customs Committee of Russia.
Leonid Arkadevich spends a lot of time on reading, especially detectives, likes to travel in Russia. Currently lives and works in Moscow.
