Eltinge, Leroy was born on September 17, 1872 in South Woodstock, New York, United States. Son of Lamont Eltinge and Arvelia (Lake) Eltinge.

Education

Graduated from the United States Military Academy, 1896, honor graduated from Army School of the Line, 1908. Graduated from Army Staff College, 1909.

Career

Mistress James L. Bolt). Commissioned Second lieutenant 4th Cavalry, June 12, 1896. Promoted through grades to rank brigadier general, July 19, 1924.

In Philippines, 1898-1899 and 1901-1903. With Army Cuban Pacification, 1906-1907. On Mexican border, 1914, again, 1916, crossing into Mexico after bandits.

Arrived in France, July 28, 1917. In operations section of general staff, General Headquarters, till April 30, 1918. Deputy chief of staff at General Headquarters, May 1, 1918-June 30, 1919.

Assistant chief of staff Philippine Department, 1921-1923. Assistant chief of staff War Plans Division, Washington.
