Eaves was born in Conway in Faulkner County near Little Rock. As a youth, he moved with his mother to Arlington, Texas, where he graduated from high school and studied at the University of Texas.

He was employed at Arlington Printing and worked there as a real estate broker. He holds a degree in Business Management from Colorado State University in Fort Collins, Colorado. Eaves is the vice president of Delta Manufacturing Company in Newport, Arkansas, a company begun by his father.
He is a Methodist.
He formerly resided in Houston, Texas, and Little Rock. He was then unopposed in the November 4 general election. Eaves is assigned to House committees on: (1) Revenue and Taxation and (2) City, County, and Local Affairs.
In February 2015, Eaves joined dozens of his fellow Republicans and two Democrats in co-sponsoring legislation submitted by Representative Lane Jean of Magnolia, to reduce unemployment compensation benefits.
The measure was promptly signed into law by Governor Asa Hutchinson.
In the May 20 Republican primary election, a low-turnout contest, Eaves defeated his intra-party rival, Kyle Reeves, 2,158 to 1,261.
He is a member of the board of directors of the National Association of Trailer Manufacturers.
