Owen was educated at Merchant Taylors" School, Northwood and Street John"s College, Cambridge.

He was ordained in 1912 and was firstly a curate at Ashford, Kent, after which he became a chaplain to the British Armed Forces during the First World War. When peace returned he was a lecturer at Bishop"s College, Cheshunt and then Warden of the Scholar Cancellarii, Lincoln. Appointed Archdeacon of Auckland in 1936, he was ordained to the Episcopate as Bishop of Jarrow three years later.
He was translated to be the Bishop of Maidstone five years later.
His final position was as Bishop of Lincoln but he died less than a year later after a short illness.
