He received an early education in the city schools (Oswego), studied architecture at Syracuse University and was graduated in 1910.
In 1910 worked as draftsman in New York offices for a few years. In 1917 Mr. Kaley moved to Binghamton, and having established an architectural office, engaged in general practice over a period of more than twenty years. He was a member of the Central New York Chapter, A. I. A. from 1922 until his death, also was affiliated with the New York State Association of Architects and the local Binghamton Society of Architects.
His best known works were the Jewish Synagogue, the Christopher Columbus and North Side Public Schools, and several public buildings, all in Binghamton.
