In 1989 he graduated from Kuybyshev Aviation Institute, an airplane construction faculty. In 1995 he joined the banking faculty of the Financial Academy of the Government of the Russian Federation. In 2001 he earned a Doctor of Science and Master of Law at Saint St. Petersburg University of the Ministry of Internal of Russia Affairs, Law School.
In July 2006 he received his Doctor of Philosophy in Economics from the Institute for System Analysis at the Russian Academy of Sciences.
