Lived abroad; early 1918 returned to Russia and held various senior posts with Supreme Economic Council. 1920-1921 headed Commission for the Use of Material Resources, Supreme Economic Council (then Labor and Defense Council). From 1921 Presidium member, State Planning Committee.
1923 member, ed staff, newspaper Pravda: from 1927 Collegium member, from 1928 deputy mang, Union of the Soviet Socialist Republics Centr Statistical Board. From 1923 Presidium member, Communist Academy and head of its Economy Section and Agrarian Institute. Editor, Ekonomicheskaya entsiklopediya (Economic Encyclopedia).
Edited journals Problemy ekonomiki and Na agrarnom fronte. Member, editorial board, Biosystems Engineering (Large Soviet Encyclopedia). From 1932 research work.
Wrote on economics of Union of the Soviet Socialist Republics, agrarian problem and economics theory. Arrested by Stale Security organs.
