From 1903 in revol movement. Active in 1905 Revol. 1906-1912 organized trade unions in Tashkent, Baku and Moscow.
1912 worked for newspaper “Pravda” then for journal “Voprosy strakhovaniya”. Fall 1913 arrested and exiled to Chelyabinsk. After 1917 February Revol worked in Urals.
After 1917 October Revol chairman, Yekaterinoslav Province Executive Committee. Presidium member, AllRussian Central Executive Committee. Chairman, Khar’kov Province Russian Communist Party (Bolsheviks) Committee.
Head, Agitation and Propaganda Department, Central Committee, Russian Communist Party (Bolsheviks). 1918-1925, with intervals, edited newspaper “Bednota”. During 1920-1921 trade-union controversy sided with Trotsky.
1925-1926 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Agriculture 1923 sided with Trotskyist opposition. 1927 expelled from Party at 15th All-Union Communist Party (Bolsheviks) Congress.
1935 reinstated in Party. 1936 expelled again for alleged antiParty activities and later sentenced.
