1891 graduate Natural Sciences Faculty, Novorossiysk University, Odessa. 1891 studied at Saint St. Petersburg Military Medical Academy. 1897 completed medical training in Paris.
1899—1902, after a spell of work under V.V.Podvysotskiy at Chair of General Pathology, Kiev University, joined Mechnikov in Paris, where he defended his doctor’s thesis. From 1902 dissector, then associate professor, Chair of General Pathology, Novorossiysk University, Odessa. 1907 — 11 associate professor, Moscow University.
1908-1924 taught bacteriology at Moscow Higher Women's Courses. During World War 2 helped to organize mass vaccinations against cholera and typhoid in Russian Army. After 1917 October Revol worked for People's Commissariat of Health.
August 1918 founded first Soviet Bacterial Drug Control Unit (now Tarascvich Medical Biological Drug Control Institute). Founder-director, State Institute of Public Health. From 1918 also chairman, Learned Medical Council, People's Commissariat of Health.
Organized and chaired congresses of bacteriologists, epidemiologists and health workers. Helped to re-establish sci contacts with for countries after October Revol. Founder, ed, “Zhurnal mikrobioiogii, patologii i infektsionnykh bolezney" (now “Zhurnal mikrobioiogii, epidemiologii i immunobiologii”) and journal “Gigiyena i epidemiologiya”.
