1912, while at school, joined Social-Democratic movement. 1917-1920 trade-union work. Secretary, Binagada Branch of Boilermakers and Riveters Union (then Metalworkers Union).
Member, Bolshevik military squad. Deputy, Baku Soviet of Workers and Soldiers’ Deputy. July 1917 after collapse of Soviet regime in Baku, carried out underground Party work.
Resumed trade-union work after establishment of Soviet regime in Azerbaydzhan August 1920 elected chairman, Azer Trade-Union Council. 1921 head, Baku Committee, Communist Party Azerbaydzhan
Then worked for Central Committee, Communist Party Azerbaydzhan From late 1925 secretary, Central Committee, Communist Party Azerbaydzhan From October 1929 secretary, Permanent’ Okrug Party Committee.
Then second secretary, Ural Oblast All-Union Communist Party (Bolsheviks) Committee. 1933 elected first secretary, Kaz Kray Party Committee. June 1937, with formation of Communist Party Kaz, first secretary, Central Committee, Communist Party (Bolsheviks) Kazakhstan
At 15th and 16th Party Congresses elected candidate member, at 17th Congress member, Central Committee, All-Union Communist Party (Bolsheviks). Member, Union of the Soviet Socialist Republics Central Executive Committee of several convocations. 1938 arrested by State Security organs.
As long as the public believes in religion, they will not attempt to make any genuine effort to understand and overcome the real source of their suffering.
Communist party could initiate policies in the name of the society because it knows what the best is for its progress and development.
