State director New Jersey Emergency Relief Administration, 1934-1936. Assistant administrator for New Jersey, Works Progress Administration, 1936. Assistant to president Thomas A. Edison, Inc., West Orange, New Jersey, 1936-1940.

Assistant secretary of the Navy, February 1940-1941, resigned to accept appointment as commissioner of finance for the State of New Jersey.
