This innovative study shows that multilateral sanctions are coercive in their pressure on their target and in their origin: the sanctions themselves frequently result from coercive policies, with one state attempting to coerce others through persuasion, threats, and promises. To analyze this process, Lisa Martin uses a novel methodology combining game-theoretic models, statistical analysis, and case studies. She emphasizes that credible commitments gain international cooperation, and concludes that the involvement of international institutions and the willingness of the main "sender" to bear heavy costs are the central factors influencing the sanction's credibility.

From the refusal of the U.S. Congress to approve fast-track trade authority and certain foreign aid packages to the obstacles placed by Western European parliaments in the path of economic integration, legislatures often interfere with national leaders' efforts to reach and implement predictable international agreements. This seems to give an advantage to dictators, who can bluff with confidence and make decisions without consultation, and many assume that even democratic governments would do better to minimize political dissent and speak foreign policy from a single mouth. In this thoughtful, empirically grounded challenge to the assumption that messy domestic politics undermine democracies' ability to conduct international relations, Lisa Martin argues that legislatures and particularly the apparently problematic openness of their proceedings actually serve foreign policy well by giving credibility to the international commitments that are made.

Lisa Martin graduated from the California Institute of Technology where she received a Bachelor of Science degree in Biology with honors in 1983. She also obtained a Doctor of Philosophy degree in Political Science from Harvard University, Cambridge in 1989.
Lisa L. Martin began her academiс career as an Assistant Professor of Political Science and as an Adjunct Assistant Professor at the Graduate School of International Relations and Pacific Studies from 1989 to 1992 at the University of California in San Diego. Soon after that, she served as John L. Loeb Associate Professor of the Social Sciences at Harvard University in Cambridge from 1992 to 1996 and as Clarence Dillon Professor of International Affairs from 1996 to 2008.
From 2008, Lisa Martin is a Professor of Political Science at the University of Wisconsin-Madison. She also takes the position of Associate Dean, where in partnership with the Dean, she provides institutional leadership for graduate education across campus, administers policies governing graduate education, develops standards and guidelines for student services, and monitors educational outcomes. As Associate Dean, she serves on the leadership teams of both the Graduate School and the Office of the Vice-Chancellor for Research and Graduate Education and works alongside Associate Dean Parmesh Ramanathan, under the leadership of Dean Karpus.
Professor Martin’s research is primarily focused on the role of institutions and international organizations in world politics. She views institutions through a strategic lens, examining how their functions and design influence state interaction. Topics that she has worked on include economic sanctions and the role of domestic legislatures in international cooperation. Her current research interests include the examination of the signaling and commitment properties of international institutions; comparative analysis of the international financial institutions and the application of political economy models of trade to trade in services.
Lisa Martin has authored several books as well as has been a contributor to many more. Lisa also has been a contributor of articles and reviews to periodicals, including the Journal of Institutional and Theoretical Economics, International Security, Journal of Theoretical Politics, and International Studies Quarterly.
Lisa L. Martin was a Hoover national fellow in 1991-92 and a fellow of Social Science Research Council in 1991-93.
Martin was a resident at Rockefeller Foundation Study and Conference Center in Bellagio, Italy in 1995. She also was a Whiting Foundation fellow in 1995.
Lisa Martin won a grant from the MacArthur Foundation and was a Guggenheim fellow in 2000.
