He represented Brantford in the Canadian House of Commons from 1908 to 1911 as a Liberal. He was president of a number of companies, including the Canada Glue Company, the Brantford Screw Company and the Harris Trust Company. Harris served on the town council for Brantford from 1905 to 1906.
Harris was nominated as a candidate for the 1925 federal election but died in Brantford before the election was held.
