Politics
He was initially elected to the Assembly as a Republican, but during the 1977 session switched parties to become a Democrat.
Membership
From 1970 to 1973, he was a member of the Board of Directors of Nicolet Area Technical College. Kincaid was an alderman in Crandon and a member of the Forest County, Wisconsin Board of Supervisors from 1970 to 1973. He was a member of the Assembly from 1972 until 1983, when he was elected to the Senate in a special election.
Kincaid remained a member of the Senate until 1989.
