Born in Barrettsville, Tennessee, he graduated from high school in Edmond, Oklahoma, and he received an Bachelor of Arts degree from the University of Oklahoma in 1917.

He earned an Master of Arts degree (1930) and Doctor of Philosophy degree (1934) from Columbia University. In 1941 he accepted an invitation to become the first professor of educational administration at University of California, Los Angeles, where he developed a graduate program in the School of Education for the education and improvement of administrators. Beginning in 1967 he served as President of the Markle Foundation.
His work landed him on the master list of Nixon political opponents.
