Chalker, Lloyd Toulmin was born on December 4, 1883 in Mobile, Alabama, United States. Son of James Humphrey and Zide (Bowers) Chalker.


Graduated from the United States Coast Guard Academy, 1906. Graduated from Nava Air Station, flight instruction, 1935.


1 daughter, Aline Beverly (Mistress James Hartwell Hopkins Hunter). Commissioned ensign, United States Coast Guard, 1906, and advanced through grades to rear admiral, 1942. Served as chief personnel officer, 1931-1934.

Chief aviation officer, 1936-1940. Assistant commandant since January 1, 1942. Technology adviser to American delegate at International Conference on Private Air Law, Brussels, Belgium, 1938.

Observer on initial flight of Pan-American Airways seaplane, Yankee Clipper, from Baltimore to Azores, Portugal, France, England, Ireland and return, March-April 1939.
