Was Prince Consort’s Prizeman for Modern Languages at Eton. Master of Arts.
Member of Parliament Caine, 1869-1885. Private Secretary (Home Office) to Right Honourable R. Lowe, 1872-1873. His (or Her) Majesty Commissioner for reorganisation of European Provinces of Turkey and Crete under Treaty of Berlin, 1880.
2nd Plenipotentiary at Danube Conference in London, 1882-1883. A Boundary Commissioner, 1887. First Plenipotentiary at the London Conference on the African Sleeping Sickness, 1907-1908.
Under Secretary for Foreign Affairs, 1882-1885, and 1905-1908. Chancellor, Duchy of Lancaster, 1908-1909. Member of Parliament (Liberal) Cricklade Div. of Wiltshire, 1898-1905.
