WATRES, Louis Arthur was born on April 21, 1851 in Mountain. Vernon, Pennsylvania, United States. Son of Lewis S. and Harriet G. (Hollister) Watres.

In 1871, he was admitted to the county bar as an attorney. From 1881 through 1890, he served as the solicitor for Lackawanna County government. In 1882, Watres was elected to the Pennsylvania State Senate, serving two terms until his ascent to the lieutenant governorship.
From 1916 through 1917, he served as Grand Master of the Grand Lodge of Pennsylvania, Free and Accepted Masons.
From 1934 to 1937 Watres served as the Executive Officer of the Order of DeMolay in Pennsylvania, later serving as Grand Master of the Interional Supreme Council of the Order of DeMolay in 1936–1937.
