Counsel for Great Britain before the International Fisheries Arbitration at Halifax in 1877 between Great Britain and United States of America. P.C., Canada, 1896; Joint Delegate to Washington with Sir Wilfrid Laurier, 1897, on Behring Sea seal question. One of Joint High Commissioners on part of Great Britain in 1898 for settlement of all differences with United States of America in respect of Canada.
