Studied at Wesleyan Primary School, Port-au-Prince, founded and conducted by English Wesleyan missionaries. The Lyc6e National; School of Medicine and Military Hospital, Port-au-Prince. Faculty of Medicine, Paris.

Career
Entered Ecole des Sciences Politiques, Paris, 1881. Passed with success examinations of the Administrative Section, 1883. Of the Diplomatic Section, 1885.
Of the Political Economy and Finance Section, 1887. Was the Haytian Delegate at the Conference held 1884-1887 for the Copyright Convention of Berne, and signed the Convention of 1886. Secretary of Legation in London, 1889-1892.
Representative of the Haytian Orthodox Apostolic Church at the Old Catholics’ Congress, Lucerne, 1892. Charg6 d’Affaires of Hayti in England, 1892 -1901. Haytian Delegate at the Congress of Universal Postal Union, Berne, 1900.
Special Representative of Hayti at the funeral of Queen Victoria, and at 1058 the coronation of King Edward. Minister Resident of Ilayti to the Court of St. James’s, 1001-1004. Councillor of the Haytian Legation in London, 1909-1910, and Berlin, 1910.
