In 1979 Lucy received Bachelor of Arts (cum laude) at University of California in San Diego. Then she studied at University of California in Berkeley, where she earned Master of Arts in 1983 and Doctor of Philosophy in 1989.
Lucy started her career as a research intern in California Judicial Council in 1982. During 1981 - 1985 she worked as a research assistant at the University of California, and then became a teaching assistant there until 1986. In 1985 she was appointed research coordinator at the Federal Litigation Assessment Project, U.S. District Court for the Northern District of California in San Francisco.
Since 1989 Lucy works as an associate professor of history at the University of New Hampshire in Durham, and she was a Gustafsen fellow at the Center for the Humanities.

On June 17, 1989 Lucy married a mechanical designer Lee Rubin, with whom she has two children: Nathanael, and Naomi Salyer.
