In 1969-1974 she studied history in Saint St. Petersburg State University. Then, in 1977-1980 she studied history at the graduate school of the Institute of History of the Union of the Soviet Socialist Republics Academy of Sciences and worked at Saint St. Petersburg State University.
After obtaining Doctor of Philosophy in History (Russian: кандидат наук), she taught history at the Saint St. Petersburg Academy of Culture. Lyudmila Narusova entered Russian politics then she was elected to the State Duma in 1995. Since 2000, Lyudmila Narusova became a host of television-show "Freedom of speech" at Saint St. Petersburg branch of RTR.
Currently she is a member Fair Russia party.
She was a member of "Our Home – Russia" faction. In October 2002 she was elected a member of the Federation Council of Russia.
