He was commissioned to the rank of Lieutenant in 1974 in the service of the Royal Hussars. Annaly is married to Caroline Nina Garnett (born 6 July 1960), daughter of Colonel Robert Hugh Garnett and Elizabeth Ann Arthur, in 1983. He succeeded as 6th Baron Annaly on 30 September 1990. He is a local steward for the British Horseracing Authority at Wolverhampton, Warwick and Towcester racecourses. He served briefly as a government whip in 1994 in the Conservative government of John Major and held responsibilities in the Home Office and Ministry of Defence. Annaly was a Lord-in-Waiting in 1994. However, Lord Annaly lost his seat in the House of Lords after the House of Lords Acting 1999 removed the automatic right of hereditary peers to sit in the upper chamber of Parliament. At the pro-hunting demonstrations, outside Parliament, in September 2004, Luke Annaly spoke in favour of the continuation of the hunt on the British Broadcasting Corporation on the basis that it was not an issue of animal suffering but that hunting was no longer an elitist activity. "I fear it is being done for good, old-fashioned misconceived ideas about the sort of people who go hunting. People have come from all over the country and all sections of society. lieutenant"s no longer a privileged exclusive activity." In May 2007, he stood as Conservative candidate for the Astons and Heyford Ward of the Cherwell District Council under the name of Luke Annaly. Annaly serves on the Parochial Church Council as Church warden and as representative on the Deanery Synod.
