Mr. Liang was born in 1894 in Meixian, Guangdong, China.
Liang Lung received early education at home. Then he attended middle schools in Guangzhou and Tokyo. Mr. Liang studied law and economics at the University of London, Cambridge and Aberdeen during 1912-1921 and obtained degrees of Bachelor of Arts, Master of Arts and Master of Laws. He did a research work in Berlin from 1921 to 1923.
Liang Lung was a director of Law School in Lingnan University and presiding judge of the Supreme Court in Guangzhou during 1923-1925. Since 1925 he was a member of the National Constitution Drafting Commission, and in 1926 he was appointed president of the Peking School of Law and Political Science and lecturer at Peking University.
Also Mr. Liang was a judge of the Provisional Court in the Shanghai Settlement from 1927 to 1928, member of the Treaties Commission in the Foreign Office in Nanjing, China, in 1928, Councillor of the Chinese Legation in Berlin between 1929 and 1933. Later Liang Lung was appointed Charge de Affairs in Prague, Czech Republic.
