Lyudmila Mikhailovna worked in the Centralized Library System of the city of Moscow (1974-1981). Head of the reading rooms department (since 1990), deputy director for library work (since 1993), director (since 2004) of the Voronezh Regional Universal Scientific Library of Nikitin. She pays a lot of attention to management, implementation of library innovations, reorganization of the structure of the library, its technical modernization, supports and develops public initiatives.
Lyudmila Mikhailovna Smirnova was awarded the sign of the Ministry of Culture of the Russian Federation "For achievements in culture" (1999). Winner of the international competition for library sciences ""Open Library" Program", organized by the US Congress (Washington, Chicago, 2005).
In 2005, on the initiative of Smirnova, an electronic thesis room was opened in the library. Actively participated in the Year of the Book in the Voronezh region (2007).
