He was educated in public schools of New York, and studied architecture at Columbia University and in Europe.
After acquiring practical experience in the office of J. E. R. Carpenter, Mr. Sugarman began practice under the firm name of Sugarman & Bloodgood, afterward changed to Sugarman, Hess & Berger. During a later period (1912-40) he was associated in partnership with Albert B. Berger and in 1925 the firm won wide recognition in designing the huge New Yorker Hotel. Following its completion the partners were commissioned architects of the Garment Center Building at #512 Seventh Avenue, also they were co-architects with Harvey Corbett on work at the Roerich Museum, Riverside Drive and 103rd Street, and the Fifth Avenue Hotel, # 1 Fifth Avenue.
In addition to work in New York, Sugarman & Berger designed a group of apartment houses in Rittenhouse Square, Philadelphia, also buildings in Montclair, N.J., and several other locations.
