Magatte was educated locally.
After working for the party at the local level in Diourbel he was elected Deputy in 1959. He entered the government as Minister of Labour in December 1962 and a year later became Minister of Public Works and Transport. In 1965 he became Minister of Rural Economy and in May 1968, after a short spell at Labour, he was apparently “kicked upstairs” to become President of the Economic and Social Council. His appointment in June 1972 to the Armed Forces, though only as Secretary of State rather than a full minister, must be seen as something of a political comeback.
