Magotaro Tomatsu was born in Wakayama Prefecture in 1847.
Magotaro Tomatsu joined the military at an early age and because of distinguished services rendered during the Russo-Japanese War (1904-1905) was made a lieutenant general. Late in life he entered politics and became a member of the House of Peers.
