His integrity and genuine concern for improving the health services in towns and villages enabled him to escape the criticism which brought the downfall of Sidki in March 1973. A technocrat with very little more than an amateur’s interest in politics, he has learned quickly how to live with political pressures.
After post-graduate research on X-ray techniques in London he began specialising in cancer treatment by radiation. His research on malignant growths and the articles he has written on this subject have won him international acclaim. In 1968 he was appointed Professor of Radiotherapy and Nuclear Medicine at Cairo University.
His knowledge of hospitals and medical practice gave him a fresh approach to the question of priorities for decisions as Minister of Health. Instead of being a desk-bound technocrat he went to see problems on the spot. When President Sadat dismissed Sidki and created a new government with himself as Prime Minister he retained Dr Mahfouz as a person dedicated to making the Ministry of Health an increasingly effective department.
