In 1909, Makie Koyanagi graduated from Political Science Department of Tokyo University.
Makie Koyanagi served with Hokkaidocho (Hokkaido District Government) and Civil Administration Department at Tsingtao, China, and then became a director of Internal Affairs Department of Aomori, Yamaguchi and Kanagawa prefectures and Governor of Aomori, Fukushima, Nagasaki and Hyogo prefectures. In 1934, Makie Koyanagi became a mayor of Niigata City. Also, from 1936, he was elected three times to the House of Representatives. Makie was appointed Parliamentary Vice-Minister of Education in 1939. Thereafter assumed his present posts. Served also as director of Marushin Petroleum Company. Hold additional posts of counselor of Showa Petroleum Company and chairman of Gojikai (Society for Safeguarding of Faith) of Soto Sect of Buddhism.
