He graduated from Tokyo University (1927).
Career
Mamoru Takahashi entered Government-General o f Formosa and eventually became director of its Financial Affairs Bureau and earned for himself the nickname of "Finance Minister of Formosa".
He was successively appointed superintendent of Kobe Customs, director of Hiroshima Regional Finance Bureau and then through the recommendation of Finance Minister Hayato Ikeda was nominated the first director of Tax Administration Bureau. Became chief of the Subheadquarters of the League for Acquisition o f Compensation for Overseas Assets.
Politics
As a politician was once elected to the House of Councilors on a Liberal ticket.
